A clarification and expansion of how the `InternationalVoiceEnabled` field behaves on a line.

## Changed

* **`InternationalVoiceEnabled` now controls international voice *and* international messaging.** This single flag governs **both** international calling and international messaging on a line — not voice alone, as previously documented.
* **Defaults to `false`.** Every line is provisioned with international **off**. Set `InternationalVoiceEnabled` to `true` to turn it on. The value is honored from provisioning, can be changed later via `POST /v1.0/numbers/update`, and is returned by `GET /v1.0/numbers` (Number Details) and `GET /v1.0/numbers/inventory` (Numbers Inventory).
