A hotfix for data-limit handling. No action is required.

## Fixed

* **Setting a data limit of `0` no longer errors.** A `LimitValue` of `0` is now accepted instead of returning a data-limit error. Previously a value of `0` was incorrectly rejected. Applies to data limits set via `POST /v1.0/numbers/data-usage`.
