This patch release adds a device unlock status lookup to the Numbers group, letting partners check the carrier lock state of any device — including handsets that were never provisioned on the Telegent network.

    **Device Unlock Status** — Check whether a device is carrier-locked or unlocked, by IMEI or by phone number. Supply `PhoneNumber` for a device already on your account and its IMEI is resolved automatically; supply `IMEI` directly for any other device, including handsets never provisioned on the Telegent network. `PhoneNumber` is optional — if it is blank, `IMEI` is required.
